Sen. Rand Paul Proposes Bipartisan Commission to End Government Shutdown & Fix Healthcare Subsidies (2025)

The clock is ticking on a healthcare crisis, and the stakes couldn't be higher. Senator Rand Paul (R-Ky.) is proposing a bold move to tackle the looming issue of expiring healthcare subsidies, the very heart of the current government shutdown. He's urging President Trump to assemble a special bipartisan commission of senators to find a solution.

In a recent interview on "Fox News Sunday," Senator Paul suggested a temporary truce. Democrats could agree to reopen the government for a single month. During that time, the commission would work on proposals to address the enhanced Affordable Care Act (ACA) tax credits. These credits are set to expire by the year's end, potentially causing health insurance premiums to skyrocket for millions of Americans.

"I suggest that President Trump come forward and name three Republicans and three Democrats in the Senate to an official commission to figure this out over a one-month period and come back with a solution," Paul stated. He added that in exchange for this, Democrats should agree to reopen the government for a month, ensuring that federal workers and soldiers are paid.

The government has been shut down since the beginning of the month, with no significant progress in sight. Senate Democrats insist on extending the ACA subsidies before agreeing to a GOP continuing resolution to fund the government.

But here's where it gets controversial... Senator Paul has been the sole Republican in the Senate to vote against the GOP funding proposal. His primary concern? Increased deficit spending. He also opposed the president's massive tax and spending bill earlier this year for similar reasons.

Senator Paul acknowledges the problem of rising health insurance costs, even while opposing the extension of ACA subsidies. He argues that these subsidies have contributed to the increase in premiums, and that lawmakers must find a different approach.

"As we’ve expanded ObamaCare subsidies, what’s happened is premiums have continued to rise, and big insurance has gotten richer and richer and richer," he explained.

And this is the part most people miss... Paul has floated the idea of allowing collective bargaining for consumers, not just for trade groups. Imagine the power of negotiating insurance rates for millions of people!

"Right now, it’s illegal to go to Costco or Sam’s Club and buy your insurance. You have to be in the same trade or carpenters or cattlemen or whatever. We should let anybody. Costco has 44 million members. If someone could negotiate for 44 million members of Costco, it would drive prices down," Paul said. He also pointed out that current Democrat subsidies give those earning as much as $225,000 a year $1,200 annually, which he believes is unnecessary.

"So, I don’t think the subsidies are working. I’m open to discussing it. I think if you put Sen. Kaine and I in a room, I think we could figure something out. And that’s part of the solution," he added, referring to Sen. Tim Kaine (D-Va.), who joined him for the interview.
